The Nexus between Organizational Structure and Employee Performance: A Study of Rivers State Ministry of Youth Development
Abstract
This study examines the relationship between organizational structure and employee performance within the Rivers State Ministry of Employment Generation and Empowerment. The specific aim is to analyze the impact of different organizational structures—functional, divisional, and matrix—on employee efficiency and productivity. The objectives include assessing how these structures influence communication, decision-making, and job satisfaction among employees. Grounded in Human Relations Theory, the research underscores the significance of social factors in the workplace, asserting that the quality of interpersonal relationships and communication plays a crucial role in motivating employees and enhancing performance. The methodology adopted a qualitative research design, utilizing secondary methods of data collection through organizational reports and relevant literature. Content analysis was employed to systematically review and interpret the materials, identifying key themes regarding the influence of various organizational frameworks on employee performance. Key findings suggest that while a functional structure enhances specialization, it may create silos that hinder overall productivity due to poor interdepartmental coordination. Conversely, the matrix structure promotes collaboration and innovation across departments but introduces challenges in decision-making due to multiple reporting lines. To address these issues, actionable recommendations include implementing regular cross-departmental meetings to improve coordination and clearly defining reporting lines and decision-making authority within the matrix structure. The conclusion emphasizes that effective management of these organizational frameworks is essential for enhancing employee efficiency, communication, and job satisfaction, ultimately optimizing the Ministry's objectives and improving service delivery

A Comprehensive Summary of the Public Procurement Act 2007 and Finance Acts: Relevance to the Procurement Process in Nigeria
Abstract
This study investigates the impact of the Public Procurement Act (PPA) 2007 and the Finance Acts on Nigeria's procurement processes. Specifically, it analyzes the role of the National Council on Public Procurement (NCPP) in ensuring standardized and transparent procurement, evaluates the Bureau of Public Procurement's (BPP) regulatory role in preventing fraud and malpractice, and assesses the core principles of transparency, fairness, and competitive bidding as outlined in the PPA 2007. Furthermore, it explores the influence of the Finance Acts (2019–2021) on fiscal policies related to procurement, including tax adjustments, VAT, and corporate incentives, and their effects on contract pricing and competitiveness. The study is grounded in Public Choice Theory, which emphasizes minimizing self-serving behaviors among government officials to maximize public interest. A qualitative research methodology is adopted, utilizing secondary data sources such as government publications and legislative documents. Content analysis and case studies are employed to examine the practical implications of these laws. The findings highlight the significant role of the NCPP and BPP in maintaining transparency and oversight, as well as the fiscal impact of the Finance Acts on procurement. Recommendations include strengthening NCPP oversight, expanding BPP training programs, promoting open competitive bidding, and aligning procurement planning with fiscal policies. The study concludes that both the PPA 2007 and Finance Acts are essential in fostering transparency, accountability, and competitiveness in Nigeria’s procurement processes.

Abstract
This study, titled Petroleum Subsidy and the Future of Nigeria’s Oil Sector: From Consumer Relief to Market Deregulation, explores the impact of Nigeria's removal of petroleum subsidies on its oil sector and broader economy. The primary objective is to assess the challenges and benefits associated with this market deregulation, with particular attention to its socio-economic consequences for consumers. The research examines the immediate effects of subsidy removal on fuel prices and the cost of living, the influence of deregulation on local refining capacity and sector efficiency, and the socio-economic repercussions on vulnerable populations. It also investigates the potential benefits of a liberalized petroleum market in terms of economic growth, competition, and energy security, while addressing the political and social resistance that has affected the policy’s implementation. The study employs Public Choice Theory to analyze the political behavior surrounding subsidy reforms, highlighting how self-interested actions of political actors, labor unions, and bureaucrats have influenced decision-making processes. This framework explains the persistence of subsidies in the face of economic inefficiencies and the challenges of transitioning to a deregulated market. Using secondary research methods, the study reviews existing literature and data to provide a comprehensive analysis of the policy shift. Key findings reveal that subsidy removal has increased fuel prices and living costs, attracted investment in local refining, and improved sector efficiency, though government mitigation measures for vulnerable populations have been inadequate. Despite the benefits of deregulation, political and social resistance has posed significant challenges. The study concludes by recommending enhanced social support programs, stronger investment incentives, improved communication, policy flexibility, and stakeholder engagement to address the complexities of policy implementation and ensure stability in Nigeria's oil sector.

Abstract
This study examines workforce planning and succession strategies in public and private sector leadership development, focusing on the Rivers State Housing and Property Development Authority (RSHPDA). The research aims to assess the effectiveness of current workforce planning practices in RSHPDA, identify the challenges in implementing succession strategies, and recommend improvements for sustainable leadership development.The theoretical framework is grounded in Human Capital Theory, which emphasizes the importance of investing in employees' skills and abilities to enhance organizational productivity and sustainability. Applying this theory to RSHPDA and private sector counterparts reveals how investing in leadership pipelines can address challenges such as retirement and skill gaps, ensuring long-term organizational success. A qualitative methodology was employed, using comparative analysis to evaluate workforce planning and succession strategies in RSHPDA and the private sector. Data was gathered from relevant literature, reports, and organizational processes, including strategic alignment, adaptability, employee engagement, and leadership development. Thematic analysis was conducted to synthesize findings. Key findings show that RSHPDA’s workforce planning is hindered by bureaucratic structures and lacks strategic alignment, unlike the private sector, which utilizes dynamic practices. Succession strategies in RSHPDA are challenged by political patronage, a lack of formal processes, and insufficient training programs. Recommendations include implementing a strategic leadership development plan, enhancing training and mentorship initiatives, and leveraging technology to improve leadership development. These strategies aim to ensure sustainable organizational continuity in RSHPDA’s workforce and leadership practices, addressing both current inefficiencies and future leadership challenges.

Workplace Discrimination And Fostering Inclusive Practices: Strategies For Enhancing Employers Employee Relations In Nigeria
Abstract
This study explores strategies to address workplace discrimination and foster inclusive practices in Nigeria, focusing on the period from 2015 to 2023. The aim is to enhance employer-employee relations by identifying and analyzing forms of discrimination, understanding their impact, and developing actionable strategies. Guided by 3 research questions, the research draws upon Diversity and Inclusion Theory (DIT), which emphasizes equity, respect for differences, inclusive culture, empowerment, and continuous improvement. This theoretical framework informs the study's objectives: identifying forms of discrimination related to health status, tribal favoritism, hierarchy, appearance, and religion; assessing their consequences on organizational dynamics; and proposing strategies to create a more equitable and supportive work environment. The study adopts survey research design, targeting 750 employees within the Ministry, with a sample size of 261 determined using the Taro Yamane formula. Purposive sampling was employed to select participants with relevant experiences, ensuring that diverse perspectives are captured. Data collection was facilitated through questionnaires, and analysis was conducted using percentage and mean ratings. Key findings reveal that discrimination based on health status, tribal favoritism, and appearance is prevalent, contributing to an inequitable work environment. These discriminatory practices undermine trust, communication, and collaboration, leading to decreased job satisfaction and productivity. The study concludes that addressing these issues is vital for fostering a more inclusive and effective organizational environment.Recommendations include implementing comprehensive anti-discrimination policies, promoting regular diversity and inclusion training, and strengthening employee support systems. These measures are essential for improving morale, enhancing collaboration, and ultimately boosting overall organizational performance within the Ministry.

Peace Education as a strategy for peace and stability in public secondary schools in Rivers state.

This study investigates the effectiveness of peace education as a strategy for promoting stability and reducing conflict in public secondary schools in Rivers State, Nigeria. Acknowledging the significant impact of ethnic, religious, and socio-political tensions on the learning environment, the research aims to assess how peace education can improve students' conflict resolution and tolerance skills. Utilizing Social Learning Theory as a framework, the study highlights the importance of modeling non-violent behaviors and the reinforcement of positive social interactions within educational settings. The qualitative research employs a descriptive design, focusing on existing literature and case studies to evaluate the role of peace education in fostering a cohesive school community. Findings reveal that peace education not only enhances students' interpersonal skills but also effectively reduces violence, creating a safer and more inclusive educational environment. The study concludes that addressing the tensions prevalent in Rivers State schools through structured peace education programs is vital for transforming student interactions and improving academic engagement. Recommendations include the integration of comprehensive peace education curricula, regular training for educators on inclusive practices, and the promotion of student-led conflict resolution initiatives. Collaborations with local community organizations are also suggested to enrich the peace education framework. Ultimately, this research underscores the necessity of peace education as a foundational approach to cultivating long-term stability and harmony in schools, thereby contributing to a more peaceful society.

The Role of Personnel Management in Enhancing Organizational Efficiency: A Comparative Study of Public and Private Institutions in Rivers State, Nigeria
Abstract
This study explores the role of personnel management in enhancing organizational efficiency in public and private institutions in Rivers State, Nigeria. The study is guided by four objectives and four research questions. Employing Human Capital Theory, the research assesses how personnel management practices influence employee motivation and performance, identifies challenges in implementing effective strategies, and compares recruitment and training effectiveness between sectors.The study employed a qualitative research methodology, utilizing thematic and content analysis of existing secondary data from authoritative sources to examine personnel management practices in public and private institutions in Rivers State, Nigeria. Key findings reveal that personnel management directly impacts motivation and performance, with private organizations demonstrating more effective practices than their public counterparts. However, both sectors face challenges such as bureaucratic inefficiencies, financial constraints, and skill mismatches. Recommendations include adopting merit-based recruitment processes, investing in tailored training programs, leveraging technology for operational efficiency, and fostering inclusive workplace cultures. This strategic focus aims to boost employee engagement and retention, ultimately driving organizational success. By recognizing employees as valuable assets and prioritizing their development, organizations in Rivers State can enhance productivity and navigate the complexities of modern workplace dynamics.
